[SOLVED] PC Not shutting down properly (at all)

My pc has been refusing to shut down lately. I will shutdown via windows and everything powers off except my fans and case lights continue to be powered. From what i researched it looked like it might be my power supply but i bought a new one and still nothing is fixed. When i save and exit the BIOS it does the same thing. What components could be causing this?

CPU: Ryzen 7 1700x
GPU: AMD RX 570
MOBO: gigabyte b450 aorus elite

Have you trying going to Run (Win+R) and enter this line
%windir%\System32\shutdown.exe -s -f -t 00

Also go into your power settings and make sure your power button is set to shut down and not sleep.

Another option is to reset the cmos by removing (disconnecting) both psu and cmos battery
