pc not shutting off completely, stays on like its on sleep

this is the screenshot of how long my pc has been on. i shut it down every night. at one point it was up to 7 days before i realized what it meant. when i shut it down, the razer mouse led stays on sometimes. i shut it down the proper way, i really don't understand why it does that. please help me try and fix this problem.

I have found that windows 10 does not normally fully shut down.
I think it is so that it can do updates whenever.
Or, so that it can resume more quickly.

Try holding down the shift key on your keyboard while clicking the shutdown button.

But, why not use sleep(no hibernate) instead of shutdown anyway?
Your pc will sleep/wake quickly and be in a very low power state.
