Question pc not starting not even fans

I've already tested the psu and also there's a led on the mobo but when I try to jump start it nothing happens. What could be the problem?

r9 290 4gb
corsair vs650
120gb ssd
i5 2320

The led on the motherboard simply signals that there is current flowing from the PSU, but it doesn't mean that the motherboard and the PSU are fully functional.

Did you connect all the power cables to the motherboard including the CPU cable?

Was the CPU seated properly? Is the CPU fan cable is plugged to the CPU fan header?

Are the RAM sticks are installed correctly?

I tested psu with a paper clip and the fan started spinning. Cpu was seated properly and all the cables were in for sure.
