Question PC not "Starting Up" on startup

Startups on my PC sometimes works as planned, quickly starting up, but more often than I would like it to my PC either freezes on the ASUS Start Up Screen, the Windows Start Up Screen, or just stays on a black screen and all with the PC Fans and RGB Lights Active.

I'm starting to get the feeling that It is my graphics card or the motherboard, but I kind of want confirmation on what the issue is before I go out buying new parts. I've had this PC for a little more than a year and this started happening about one month after I built the PC.

Core i7-6800k
GPU: GTX 1080
Memory: 16GB 2 x 8GB Kit DDR4 PC4-24000 3000MHz
PSU: Corsair AX860 ATX Power Supply 80 Plus Platinum

maybe try loading it without the graphics card if you have an onboard or a spare you can swap . that should at least help determine if its the board or the card
