Question PC not starting up with new Corsair 3200Mhz RAM ?

Motherboard: GA-H110M-DS2
Existing RAM: Corsair 2400 Mhz 8GB
New RAM: Corsair 3200 Mhz 8GB
Processor: i5 6500

My motherboard supports 2133/2400 Mhz RAM and considering the i5-6500 supports only 2133 it downgrades the frequency to 2133. Due to unavailability of 2400 Mhz stick, I went on buying a 3200 one. But with that the PC is not starting up. It is switching on, fans are running and then auto switches off and then restarts again and again. I can't get in the BIOS settings so that I can see if it is at all detecting the RAM. My understanding was it would downgrade 3200 Mhz to 2133 Mhz and work. Even if I add only one 3200 stick then also the PC does not start.

Any more information over here ? Like does it only due to motherboard incompatibility that is causing this ?
 
There's only 3 things I can think of at first glance which could be the problem:
  1. The DRAM you got doesn't have a base SPD of 2133 and is instead 3200
  2. Your new memory is bad
  3. You need to reset the CMOS on the motherboard (there's a reset jumper, but if that isn't a possibility you should be able to pull the battery for 5-10m after either disconnecting power or flipping the power switch on your PSU)
