PC not starting up

Whenever there is a power cut and the power comes back, mostly during the night, when I turn on the pc it doesn't turn on, so what I do is remove the power to the cooling fans(3), dvd drives(2), then at times it works,if after that it doesn't work, i remove the graphic card, then the system starts working again. How to fix it? should I get a new SMPS? or is the source of the problem something else?

If required here are my specs(not overclocked in any way):
core 2 duo e7400 @ 2.8ghz
sapphire ati raedon hd 5670 1gb(ddr5)
4gb ddr2 800mhz
1tb hard drive + 22x dvd drives (x2)
450W PSU(Its from adcom but again thats some local company I suppose)
 
Solution
Yep like issued from psu not enough power, I have psu from case stock alway's damage 1.5 years. Just experience if you push power for long time and your pc won't turn on it is psu problem .. May almost damage.

So should I absolutely purchase an SMPS tomorrow? Since I don't earn, and don't have enough cash gonna go for a local company again, head of intex? i'm going in for that, their mouses' last for a long time, I hope their smps also does
Will an i-ball SMPS of 400W be fine for my system? its well within my budget
