Pc not starting

Pc not starting , power save option repeating on monitor.
My suspicions are 1)either the hdmi cable of gpu to is losoe 2) or power cable on ups is loose however it doesnt seem to fix anything.this problem cones and goes away time to time .Here is the link to video of whats happening -https://youtu.be/qLURulIqS6M
