Question PC not turn on after a power failure

first sorry abut my English...
some time my computer wont power on after power failure.
after removing and clear the CMOS battery, the PC turn on again.
it will work until some power failure occurs again.
why is it happening?, its never happened to me before.
is there some configuration in BIOS that I need to config?

Get a surge suppressor. If you already have one, does it have a test button? If it doesn't, replace it, probably not working any longer after taking a big jolt from the line.

The only setting relevant to power loss is the behavior of the computer. Whether it turns itself back on when power is applied, or if it stays off. Usually called Power On Last State or something similar. Doesn't appear to be the problem here.
