Question pc not turning on after the fans spinned for a split sec

Hello! I rebuilt my pc into a another case and when I tried to turn it on the fans spinned for a split sec and shut down. After that I tried again and nothing happened. I have reseated the cables and everything is connected good and right. I also checked if there was any damage on the mobo but I didn't see any. What could the problem be?

My specs are:

Gigabyte Rtx 2060 6gb
Ryzen 5 3600
Asrock b450m-hdv r4.0
120gb ssd
2x8gb Corsair 2400mhz ram
1tb hdd
some old coolermaster matx case
deepcool dn650 psu

edit: I tested the psu with the paper clip method and it works

Since you've reseated the cables, checked for mobo damage, and verified the PSU works, here's a few things to consider:
  1. Double-check the power switch connection on the motherboard. It's small and easily misplaced.
  2. Examine RAM placement. Your system won't boot if the RAM isn't seated correctly.
  3. Try booting with minimal components (1 stick of RAM, no GPU, etc.), then slowly add components back in. This can help identify if a specific component is causing issues.
These are the only suggestions that come to mind right away

I have tried all of them and still nothing. I found a few scratches in the front end of the mobo on the left side near the audio ports though. I think I'm just gonna get a new mobo.
 
OK, two more things to check.

First, the easy one. MOST mobos will no allow you to start up if there is NO cooling fan (or something) plugged into the CPU_FAN header. Check that there is something, and it is plugged in securely.

Second, the harder one BUT a very good possibility since you re-located all your "innards" into a new case. It is IMPORTANT that the stand-offs that support the mobo and keep it spaced away from the case back mounting panel be set up correctly. See my post of Apr 24/23 in this thread

Still nothing. Tried to jumpstart without a case atall and still nothing. I think I'm gonna get an used tuf b450m pro gaming.
