PC not turning on after tripping Ethernet cable

So my PC was connected to the Ethernet(about 2 meters away) and my dad tripped on the Ethernet cable, the PC froze for minutes then I decided to press the power button to turn it off, then when I try to turn it back on from the power button, the fan runs for 2 seconds then stops and it gets to do it again but failing again and again, can anyone tell me what happens?

did the trip do any damage to the motherboard on the inside.. take the side of case off and look to see if there is physical damage to the motherboard back by the back panel area
