PC not turning on low power level

I have just built a PC. I used old parts for it. These are the specs:

-Asrock z87 pro3
-32gb ddr3 (2 x 8gb hyperx, 2 x 8gb vengeance)
-I7 4790K
-500w cooler master psu

I tried to turn on the PC, but I dont have any signal on my PC screen. Only the fans are spinning on a low RPM and the Led on my case is really dim. Also my keyboard and mouse don't light up. After around 20-30s my PC shuts down and turns on again. I tried to replace the HDD for another one but that didn't help. The ram works fine, because I tested it in another PC. I have hooked up 2 different PSU to this PC but it still does the same thing. I don't know if it is my mobo or my CPU, because I just bought the motherboard refurbished from a website.

board could be defective when system come on do you have current date and time on it .

I haven't turned it on one time. I don't really know if it has the current date or time on it.

then i would send back the motherboard and if you could get a brand new the other point all power cable from psu are plug in correctly on the board likr the 24 pins and the atx ones .
