My pc:
450bmm motherboard gigabyte
3200g ryzen
1 x 4gm ddr4
500w Thermaltake smart series 80plus

The situation:
My PC is not turning on at all when I push on the power button. I did the clip test on the PSU with just the LEDs and fans and it worked, connecting it to the motherboard brought me issues however. I bought a multimeter and used a guide to check for the correct voltages in the PSU, which were all correct.

I decided to take the pc to a repair shop where they just connected it to the wall and it worked out the blue. I also took it to my grandma's house and it worked as well.

So use a different outlet that is on a different breaker circuit than the one it wasn't working on, OR eliminate the power strip, UPS or surge protector you had it plugged into and plug directly into the wall.

There's literally nothing else it could be if it works when plugged in other places but not there.

Short of that, get an outlet tester and test the outlet for correct wiring and continuity.
