PC not turning on with power button

Hi,
This is my first post on this forum and I am 13 years old so I apologise if I've gotten anything wrong!

I got a free PC earlier today - It has a Compaq Presario SR1000 case with a Micro-Star MS-7466 motherboard (from a Dell Vostro 430) and the case and motherboard have the same/compatible front panel, USB and audio connectors etc.

I'm using a PSU from a Dell Precision T1650 which has a Built-in self test function and that reports that all components are fine (fans spin, DVD drive and HDD spin up etc.) so the motherboard is definitely receiving power. I've tried it with the minimum amount of cables plugged in and it makes no difference.

I found the manual for the mobo online and the front panel connector socket layout is exactly the same as the cable from the case and I even tried shorting the two power button pins which did nothing.

I can post a link to the manual (or a screenshot of the front panel connector info) and pictures of the PC/mobo if it would be any help, just let me know :)

If anyone could help me get it working then I'd really appreciate it as it's a fairly good computer.

On many Dell power supplies there is a little button and LED on the back - if you press it, the LED should illuminate and fans should spin, everything gets power but the PC isn't switched on.
If there is something wrong with the PC then the LED won't come on. Dell have made a video demonstrating this feature on one of their optiplex models.
