pc not turning on

got a broken gpu from a mate and that said he couldnt get any display from so i replace the thermal paste on the gpu but even before i could do that i saw there was somethink wrong with one of the r005 resitor just want to know if you can replace them and could a blown one stop a pc from turninghttp:// http://

"could a blown one stop a pc from turning on?" - any faulty component can stop a pc from turning on.
"if you can replace them " - some things you need here:
1: a new resistor. Fortunately, they only cost $3 for a pack of 50
2: to know if that's the only component that's blown. Usually components do not blow on their own - there's usually a reason behind it blowing that probably won't go away by replacing the resistor.
3: someone who knows how to solder those components without ruining the rest of them.

My guess is that you can only fulfill one of the three requirements, so you overall answer is no.
