PC not turning on...

Ok so I've never actually managed to boot this PC: here is some context, maybe I did something wrong:

Parts:
-CPU: Intel i7 8086K: won it in intel 40th anniversary giveaway
-RAM: 16 GB DDR4 Team Group: Bought it on Newegg
-Motherboard: AS Rock Z370 Pro 4: Bought from equivalent of Newegg (where I'm from)
-Case: Corsair Carbide Spec 04: Bought from equivalent of Newegg (where I'm from)
-HDD: 1TB HDD Western Digital: Taken from used computer
-PSU: Cooler Master 650W: Taken from used computer

So build the PC and had finished the USB with windows drivers, Tried to boot it nothing happened while it was on I saw a switch and the Idiot I am I flipped the switch (which was the switch that changed to voltage I caused a flash of light in my PSU And short circuted my whole appartement,
(the PSU Smelt Burnt) I went to bed that night and in the morning after waking up I removed the PSU (I'm guessing the Transformer exploded or something). After that I had to leave for a 2 week trip so after that I won an auction for a Corsair RM650i and Received the package I quickly installed it and tried to boot it and again nothing. So after that I make sure all the cables are well plugged in and tried booting it again and I heard a faint sound from the PSU the fan wasn't on but still a faint sound like if it was working (that sound may have been there the first time I tried to boot it but I'm pretty sure it didn't. Soooo What can I doo now??
 
UPDATE:
So I played around with the cables a bit more and booted it up, PSU fan came on and so did a light on the power button of the case but none of the Fans were powering up, and no signal to the monitor, played around with the cables a bit more and now the power light does not come on nor does the PSU fan not sure at all what I did, kinda triggered at this point
 
UPDATE: I played around with the RAM after removing one stick the computer started up (all fans turned on) but no Signal on the monitor I had an old graphics card laying around and I tried installing it and nothing changed.
