Pc not turning on.

Hey there, so when I turn on my pc the leds flash for a split second the fans start the stop immediately, and then it won’t let me turn it back on. Lights on the gpu and cpu are on. Any ideas?

Psu- evga 850w
Processor- i7
Gpu- radeon 590x
Cpu- ASU’s z170 deluxe
