Question Pc not turning on

Hello I recently found a pre-built pc with an amd phenom x4 and no gpu, I recently purchased a new gpu after looking on line and seeing that the phenom x4 does not have integrated graphics. when turning on the fans will spin up, light turn, on and disk drive starts to spin but no post. I'm going to throw this out and return the gt 1030 if i can't get a post.

Update your post to include full system hardware specs and OS.

Include PSU: make, model, wattage, age, condition.

Doublecheck that all cards, cables, RAM, and jumpers are fully and firmly seated.

Maybe a new CMOS battery is needed.
