Question PC Occasionally Fails to Boot Fully

Got myself a new build, and on occasion, it just plain fails to boot fully into Windows. It'll get up to just before the log in, show a mouse cursor and a spinning loading wheel, and just freeze there. Now generally, I can just power cycle it off and back on, and the second time around it won't freeze. Only once have I had to power cycle it again.

Is this a precursor to some major problem I should be keeping an eye out for? Or merely an odd quirk to the build? System specs should be in my signature.

To my knowledge Windows version 1903 has no quirks that directly affects the common user.
But i'm certainly not an expert.

I've seen this several times myself after new in stalls, I can not explain why.
It seems to rid the problem, if you let windows dance with that rotating circle until it gets tired and finally starts up by itself.

Sorry I cant provide you a better answer, but I'm very interested in what other suggestions may come this way.
