PC off Generator and Voltage Fluccuation question

Hello all!
First question: due to living in South Africa and our constant black outs(Eishkom), I am running my PC off a generator. I have the generator(2.2kW) going through 2 surge protectors and a UPS before my PC. Would this be safe?

Second: I'm noticing when I'm looking at my voltages through Speccy, that some of them are flucuating 0.1V. Mainly these two:

The PSU is a Corsair 600W PSU. Also, are the voltages alright, they seem a bit off. Although when I tested them before with a voltmeter they were right on.

Wikipedia lists the spec as +- 5%. I would trust the BIOS readings over any other software.

Thank you, what about the voltages from the psu to the mobo?
