Question PC only boots into safe mode and wont restart normally ?

I recently just built my first pc and it's been frustrating after the building process. The only way it sends signals to my monitor is through the safe boot, and to get here I need to turn on the pc force it off by holding the power button and turning it back on. Which then leads me to the bios and from there I can get into windows. It also won't restart normally either after getting into windows and I press restart to restart it or for updates it will only start tge rgb and fans what should I do.
Cpu: intel i7 11007k
Gpu:3060
Motherboard: asus z-590a
Ram: corsair vengeance 16gb 3200 mhz
Psu: Rm750x corsair
Storage: 780 Evo samsung nvme ssd 1tb, 2tb Seagate had
Windows: 11 64 bit
Monitor resolution: 1080p

Can you re-install Windows and try again ?
I have tried but the same problems keep happening for example not being able to restart properly or booting directly into windows.
 
I would firstly dsconnect any hardware that is not essential to get the PC running stable.
As you have a CPU with built in graphics, can you remove the GPU and run on CPU graphics only to test the system ?
Also, can you unplug the 2TB HDD to eliminate another bit of hardware ?
Also, do you have XMP on or off ?
Which slots are your ram in ?

I have tried to run on cpu graphics but that hasn't done anything.
Ram is in slot 2 and 4
And xmp is on
I haven't tried unplugging the hard drive.
