Question PC or Laptop for Gaming?

Actually, not often for similar "in name only" builds. I see some of the last gen type stuff go on sales that are compelling. Back right before Christmas the HP Victus with 1660 models were cheaper than you could do a quality desktop build.

Noting your post above, why don't you list what you have now and what your desired performance and use case are, alongside a budget.

I have a :
cpu :i5 4690k (upg to r 5600)
gpu :gtx 1070ti
ram :16 ddr3 (upg to ddr4 )
1 ssd 250gb for win.
1 hdd 750gb (upg to 2tb)
and big old case
 
i planning to upgrade my pc so i'm looking options wat is better

Same answer as before:

If you need portability, get the laptop.

At a given level of performance, laptops cost more to buy, are more difficult and expensive to maintain, are more fragile, more prone to theft, have more heat issues, have smaller screens, etc.

If you need portability, get the laptop.

Given the age of this system I couldn't really make any other suggestion than to update. There is nowhere that makes monetary sense to go with 4th gen at this point. I would consider an update to the core system. New CPU/Mobo/RAM/OS drive/PSU. Keep the 1070ti for now.

If you happen to have a MicroCenter nearby, they have some insane good pricing on the Ryzen 3xxx and 5xxx in bundles.

Buy the PSU with your target desired graphics card is to be.

You would be fine utilizing the older storage for storage as the only probable danger is losing data. You could trickle in updates to those down the road. According to the case you might even be able to run with it as well.
