PC overheated and won't start

So I was playing a game and suddenly my screen turned black and the PC was still turned on but the graphic card fans were spinning at maximum speed and other fans were spinning also, so I turned the pc by pressing the power button and it shut down. Than I waited a few minutes and tried to start it again but it was still the same fans just spinning at maximum speed and screen wasn't turning on. Than I opened the case and cleaned the dust inside (assuming it overheated because of too much dust since I didn't clean it from inside for a while) and turned it on again and the same thing happened only fans spinning at maximum speed on the graphic card and other fans were spinning too, the PC just won't start. I'm assuming the problem is with the graphic card it got burned to death or something I don't know.
 
I have an Intel CPU with a Gigabyte GTX 760 (that has the spinning fans) and I do have another graphic card and I think it's a Intel. And I don't really understand what you want me to do since I don't know that much about the hardware of the PC
