ASUS X79-DELUXE
8GB (2x4gb) Corsair Vengeance ram
DIAMOND AMD Radeon R9 290 4gb

I already have these parts
I want to know if this would be ok for recording game play, video editing, and gaming

Yes that will do as long as you don't plan to Crossfire. And you also have a CPU fan right for the overclocking ?

I would go with a GTX 770, it will give less performance but it has Shadow play which takes away a max of 5 fps away. Capture software like Fraps, Action, Bandicam, etc take away a lot of fps or have huge file sizes. Shadow play records at 1080p 60fps and still has small file sizes. I would use the saved money to get a some more ram since video editing likes to use a lot of ram.

I have the computer built I'm using windows 8.1 but when I'm not recording I get about 200+ FPS in gmod but when I record it goes down to 40 50 or 60 but with lag spikes here and there
any ideas on whats wrong?
