My current set up is

CPU: amd-fx 9370
Mobo: Gigabyte 970A-DS3P
GPU: MSI R7 260X
PSU: 600W Bronze rated

I am looking to upgrade to increase my frame rate while gaming. Would it be better to get a second R7 260x, a better PSU, and a better motherboard. Or, should I get a single better GPU as well as upgrading everything else. (CPU excluded of course). Price point is my issue. it would be cheaper just to buy another R7 and upgrade everything else but would i see a better performance boost with a new GPU as well?

Not a lot of benefit of upgrading your motherboard unless you can find one that supports PCI-E 3.0 and the increase wouldn't be substantial unless you're buying an extremely high-end GPU. Crossfiring another card will increase your frames, but because you don't share the memory between the two video cards you would probably get more benefit out of upgrading to a 300 series GPU. A 4GB 380 will double the video memory available (needed for added texture effects and improves multi-monitor setup) as well as increase the processing power which will result is higher frames.

As long as you have a good cpu cooler, I would just upgrade your video card and possibly the PSU depending on what types of connections you need for that card and what you have available on your current power supply
