Question PC performance significantly worse after a driver update, reverting did not fix it ?

A few days ago I updated my chipset drivers as they were significantly outdated, but after I had restarted my PC was running far worse than usual when running any game. I tried reverting the drivers but the performance drop has remained since.

Some of the things I've tried:
  • Reset bios settings
  • Reinstall windows
  • Reset all drivers
  • Reset my entire pc (except personal files)
  • Defragmenting my drives
  • chckdsk (no errors reported)
  • memtest (no errors reported)
  • Trying various driver versions
  • Disabling/deleting USB root drivers
  • Unplugging devices plugged in via USB
  • Unplugging my pc entirely
I believe it's some sort of hardware issue due to System Interrupts using a large amount of CPU (until I open task manager, which then it drops to 0.5-3% after a second or so), which also persists when running in safe mode, as well as my single thread speed being throttled.

  • RAM: 16Gb Dual Channel Kingston DDR4 2400MHz
