Suggest you take a close look at why the Turbo value on the CPU is half of the stock value. Might be the cooling (HSF placement, thermal paste, fan not running). Check your BIOS temps and voltages.

Also suggest you try the Passmark suite for a second opinion on the overall system, and Cinebench for a CPU test.
