PC Performing below expectations (37th percentile) per Userbenchmark

Hi guys, I just tested my new pc with Userbenchmark, but seems both GPU and CPU are below average.

Is there anyway to improve? (Updated Nvidia Driver, temperature stay below 75 degree while testing)

CPU throttled at 99% by Windows. Ensure maximum processor state is set to 100% via Settings > System > Power & sleep > Additional power settings > Change plan settings > Change advanced power settings > Processor power management > Maximum processor state.

It threw that error when I visited the link , try doing what that says.
Also, go Task Manager (CTRL-SHIFT-ESC) and kill anything you don't need running at the moment.
Delete any bloatware that may have came with your PC.
Defragment your HDD ONLY
Free up space on your SSD
Turn on a higher performance power plan
