[SOLVED] PC performing below expectations.

So like a month ago, I've bought a new gpu/cpu/ram and I feel like my pc isn't doing well like it should be.
SPECS:
CPU: I5-4670k 3.4ghz
GPU:GTX 1050 ti 4gb (msi) dual fan
RAM: Corsair Vengeance Pro DDR3 1866 C9 1x8GB
Motherboard: AsRock Z87 pro3
HDD:Seagate ST500DM005 HD502HJ 500GB
Resolution I play on: 1600x900
Operating system: Windows 10 pro 64bit 1903

Additional informations:
Power plan: High performance
I use Razer Cortex to free up ram
I use driver Booster 6 (free edition) to update my drivers
I did a CPU-stress test for like 5 minutes, and the temp was between 60-70
My gpu temp while gaming (AC Origins): 60-71
GPU temp while idle: Around 40-50
My GPU driver version is 436.02 (20/08/2019)

Before I have switched to windows 10, I took a random screenshot of my pc of my monitor and it contained the fps luckily.

Before digging into any detail - noticed a couple of red flags:

Did you clean reinstall windows after this?

I use Razer Cortex to free up ram

These programs in reality don't really help.

I use driver Booster 6 (free edition) to update my drivers

This is potentially an issue, I'd avoid using any third party driver installer, as they have a horrible tendency to install drivers that don't need to be installed, and installing the wrong drivers altogether, and can easily lead to performance issues.

It's always best to download them directly from the manufacturers site, and even then, you don't necessarily have to install them unless there is a problem.

Are you running any overclock or XMP anywhere?
Do you have latest BIOS installed?

-No, I've never overclocked my GPU/CPU before.
-By saying "XMP", I remember this word on the motherboard settings where I was told by an expert guy to toggle it on to fix a problem which's RAM not showing its correct speed.

-I got an AsRock Z87 Pro 3 (motherboard), my current BIOS version is (P1.40) and its release date is on 2k13. There's a one which was released on 2k14 available. Should I update it to the latest one which is 2.90?
and which way should I update with? (Instant Flash/Windows/DOS)

UPDATE:

Instant Flash utility isn't working for me, I saved the new BIOS files in a FAT32 disk like they said and once I try installing it through the mb settings, it appears like in the picture below and I am unable to enter it for some reason, I have also tried the method 2 but still same issue.

Should I try the other ways?, (Windows/Dos) but AsRock only recommends the instant flash because <Mod Edit> might goes wrong.

Apologies, I have been juggling a few things as of late!

Don't have to rush to BIOS update, was just querying whether it was up to date. There is a high likelihood the driver updater could have installed some inapproriate or incorrect drivers that could be causing the conflict.
Outside of a new clean install, that can be pretty difficult to overcome unfortunately.

In what way isn't the flash working though?
What is your PSU make and model?
Did the FPS drop only occur after updating to windows 10?

Have you tried running "Why so slow" to check your DPC latencies? It will also tell you (if there's something wrong) what you can do about it.

Yeah as I believe, I haven't tested any game in the windows 7 except the 2004 game which is SAMP and after trying it on the new windows 10, lost like 100FPS on it. I believe that my pc isn't performing well like the way it's supposed to be, some screen freezes, FPS drops

Also, Is there any tool I can benchmark my PC with so I can notice the difference if the issue's fixed or not?

Well ultimately the game you are running was obviously not really made for Windows 10, so it could easily be a downfall of running it on a newer system - honestly IMO for san andreas i would not be worried about losing FPS if you're still getting over 200 as you won't be seeing those frames anyway.

There is also a possibility driver booster has installed some not quite appropriate drivers as it so often does.
I'd suspect this in combination with running the old game in W10 could be an unfortunate downfall. Being as you said the drops occured almost immediately after the update.

Just a quick 1sec freeze which annoys me, sometimes happen, some no.

I'm having the issue before updating my drivers with that program.

It's just an empty place, I fall down to 80FPS on some places.

I've scanned my PC for any corrupted files and looks like windows has found some of them but it's unable to fix them for some reason. Any ways to fix them?

If the DISM is saying it hasn't got the source files, either the source file has moved or has become corrupt, so it hasn't got a clean referenced Windows image to actually repair from, so you would likely need to download ISO from Media Creation Tool and run dism again but specify the source file.

Also PSU appears to be very poor quality, so could cause instability. But obviously focus on windows corruption first.

If your system isn't running at correct RAM speed an XMP profile to the RAM speed should rectify the issue.

And regardless, even if the problem started before using the driver updater, it can add fuel to the fire, so I would uninstall and install drivers directly.

The thing is, I don't have backup files of my old drivers. And by saying update them directly, should I go to the device manager and do each one alone? All of them? they are like 40+. Please specify to me which ones should I go for? Or only update the ones which are on that Driver Booster tool? They are the most important ones as I believe.

Yeah, I got an XMP profile loaded.

Just downloaded a new windows and installed it, I did the sfc /scannow and there was no corruption, 2nd time it found some of them and fixed em. 3rd which I have just done, found and it's unable to fix them. All I have done since the installation of the new windows is: copied a game from a disk to disk which is gta 5, updated windows to get the "nvidia display" thingy and installed Microsoft visuals from 2005 to 2019 from a non-microsoft site. I also did a "DISM /Online /Cleanup-Image /RestoreHealth" in cmd but it stucks at 100% without any results for more than 10 mins. That's all as I believe
I have also done "chkdsk /f /r" and still corruption found.
I still have the copy of windows 1903 in .iso if I can get any help from it, keep in mind that I have re-installed windows and just hours and got some corrupted files. Should I try repairing my computer by that .iso since I have it?

What's really causing the issue? Could it be the Microsoft Visual runtimes that I got from a random site? On need for some fast-assistance

It could well be faulty hardware.
I'd be tempted to run HD Sentinel and check the status of the drives. I'd also be tempted to run MEMTEST to verify RAM integrity.
