PC performing nearly the same after CPU overclocking. 2600k @ 4.5GHz

Hey, i've recently overclocked my friend's I7 2600k to 4.5GHz, but in-game results are not showing any performance boost. The CPU works with GTX 970 @ 1500MHz. Is the GPU just not enough? I thought it would make a big difference in a CPU based game like GTA V

Though there is a ~30% difference in Time Spy (still weak)

I consider it pretty weak given ~1GHz overclock on all cores over the stock CPU. Am i missing out on something?

Did you overclock only the CPU and GPU? For that platform, DDR3-1600MHz/1866MHz was the sweet spot, if your motherboard allowed it. By today's resource hungry apps/benchmarks the CPU is on it's way out, unless you're trying to game at reduced resolutions and in-game details.

Motherboard: Z77 (Dont remember the exact board)
Ram: HyperX Fury 2x8GB 1600MHz
HDD: Toshiba P300
GPU: GTX 970
PSU: SilentiumPC Vero L2 500W
Chassis: SilentiumPC Regnum RG4T
OS: Windows 10

The GPU has custom bios installed on it by the previous owner and runs at around 1500MHz under load. Ram was running at stock 1600MHz speed.
