Question PC power button LED light flickering

Hi everyone. My power button flickers like in the video below. Is this normal? Everything seems to be working fine

To me it looks like the drive activity LED and system power LED are both one module. Note how the flickering light is red while the solid LED is blue. Make and model of the case?
