I have a Custom Built PC a few years ago. I recently just upgraded the some of the internal hardware. Everything was working great.

Specs:
Processor - Intel i7-6700
Motherboard - MSI Z170A Gaming M5
Boot Drive - 1tb SATA
Ram - 2x8gb T-Create Expert 3600mhz
Storage - 2x14tb Sata
GPU - 1050 Ti

I decided that I wanted to do some more upgrades.

Ram - Add 2 more 8gb T-Create Expert 3600mhz
Storage - Add 2 more 14tb sata
Boot Drive - Change from the SATA to Samsung 980 1tb nvme

I powered down the pc, turned off the power, and removed the RAM (to verify the model before ordering my 3rd and 4th stick). Reinstalled the RAM and turned on the pc and I am not posting to my monitor. Everything internal sounds like it is running (fans, lights, and drives). The power button works, but does not light up, and the debugging led reads 00.

1. I have removed the ram and reseated it slot 2 & 4. I have used one stick and moved it to each slot separately. No display.
2. Removed the CMOS. Powered down, unplugged, purged any remaining charge, bridged the two pins for 10 seconds, plugged in, and powered on. No display.
3. Unplugged CPU and main power and replugged. No display.

Any other suggestions? Beyond upgrading. I know its not the newest setup, but it will work for what I am trying to achieve.

PSU make and model is? How old it is and, was it bought new or used/refurbished?

Skylake system build 2 years ago isn't new and i'm unsure why you built Skylake build (which came out back in 2016), rather than Rocket Lake (11th gen) system.
But i digress.

Any other suggestions?
Step #1: breadboard your MoBo.

Meaning that you take it out of the PC case, put the MoBo on any cardboard box and only keep connected CPU, CPU cooler and 1 stick of RAM in slot 2. Hook monitor to MoBo, KB/mouse for inputs and power cables (24-pin and 8-pin). Look if build turns on by shorting PWR + and - pins. Working build should POST and go straight into BIOS (since you don't have any OS/storage drives connected).

It should look like so:

And yes, i too have MSI Z170A Gaming M5 MoBo. Breadboarded mine back in 2016, when i bought it.
(Skylake build, full specs with pics in my sig.)

If still no life, reseat your CPU. Oh, also check if there are any bent pins in CPU socket.

and the debugging led reads 00.

Here's a topic that tells what debug 00 means,

I have removed the ram and reseated it slot 2 & 4.
Was your RAM running in slots 1 & 3 all the time? Or did you place it there prior the debug 00?

PSU - Seasonic 500w came with the system. I inherited it with the motherboard and all new internals.

I will try the first step. I haven't tried that yet.

Ram has always been in slots 2 & 4. Took 4 out to inspect it, placed it right back. That's when it all started.
