PC powers on, displays 'no signal'

Hello,

I turn on my computer after 3ish weeks away, and it powers on no problem, fans turn on, LED's show up, no beeping from the MoBo at all, but the monitor displays no signal. I have tried:

Using a different HDMI cable - no luck.
Turning on and off both the monitor and computer.
Changing the plug sockets both use.
Not much else tbh...

Peculiarly, I cannot turn off my computer once it is on, only by switching the power supply off/unplugging at the wall.

I run on a:
Intel Pentium G4520
Radeon RX460 4GB
16GB DDR4 RAM
ASUS H110M-Plus MoBo
and an Acer 24" monitor using HDMI.

Move your ram to a different slot also do a clear cmos
 
Clearing the CMOS has done nothing. I shorted the pins, didnt work. I removed the CMOS battery, shorted the pins, replaced the battery, still didnt work. Any ideas? my monitor is still displaying 'no signal'
 
Try turning off the switch on the power supply and unplug it.
Then press and hold the power button on the case and hold it for a minute and a bit (not less then a minute).
Connect the power supply and turn on your pc.
