Question PC powers on for 1 second then shuts off

Yesterday I came home and went to turn on my PC and all it did was light up for a second then shut off. At first I thought it was my PSU which is a Corsair CS 750 modular. I put it into another PC with the GPU and RAM from the problem system and it booted fine. I then took the GPU, RAM and PSU and put them back into the problem system and the same things happened. I saw the lights on my EVGA waterblock light up for maybe a second and then nothing. I have AMD FX 9590 with a MSI RX 580 8Gb and 16Gbs of DDR3 ram. I also don't get any beeps from the speaker. Is the board just dead? It's a ASRock 970A-G/3.1

this is the link to the troubleshooter, usually helps. go down the list every step.
Step 17 you said no beeps from the speakers but are you sure one is connected to the motherboard, the rear ports the main speakers connect to are not used for diagnostics. the diagnostic speaker must be connected to the mainboards front panel connector. if you need one you can make one but first a word about grounding
Canned Grounding Rant-
shut down system and remove side panel. with the power cable plugged into the PSU touch a bare unpainted metal area of the case. (my favorite spot is an unpainted screw securing the PSU) once you have grounded yourself you can unplug the computers power cable from the PSU and can touch the system.
if you move your feet, or shuffle in your chair, plug in the cord, reground yourself and unplug again.

canned diagnostic speaker rant: speaker making 101
The diagnostic speaker is the motherboards main diagnostic feedback device.
the motherboard may be telling you where the problem is.
my speakers have this plug

I use lamp wire but any stranded wire will do. literally any stranded wires. strip one end like so

attach the stripped end into the speaker spring clips on the speaker.
the other end of the wire should be trimmed like so the semi strip, the blue one.

by doing a semi strip the wire case is now the socket.
plug one wire to the first pin, and the second onto the fourth pin.
power on the system and listen for beeps

to test the motherboard make sure the Diagnostic speaker is connected and try to boot the system with NO RAM installed, this should trigger the no RAM error beep sequence.hopefully connecting the speaker will help you determine the issue, if you still get no error beep with no RAM installed it is my experience that the motherboard is dead.

I have nothing installed except RAM and still no beep so I guess the board is just dead
