Pc powers on then turns it's self off. Then repeats

I resently moved my pc to a new case. Once I installed the pc will start run fans then die. Flash the debug light on the motherboard, then restart. It's just keep cycling this. I have removed all parts so it only run as a motherboard and a power supply with a power button. In this format it will run fine. But as soon as I add a component such as a processor it it goes back to restarting cycle any help ? Also I have removed all parts and placed on a wooden bench to test and the problem still exists

I'd be inspecting MB and/or cpu pins/socket for possible damage (as applicable), and, verifying your ATX12V CPU PWR connector(s) are connected...

Naturally, when a cpu is inserted, a cpu heatsink and fan must be installed/connected so that the MB senses a cpu fan is functioning.....

Solution
The was running z97 MSI gaming 5 mb, with 16gb ram (compatible with the motherboard) a 750watt power supply, also tested with a 850w. Nividia gtx 970 , i5 processor. The processor hadn't been removed when the components where transferred to a new case
 
Continue as suggested by @mdd1963 - inspect the case and all connections and wires. Everywhere.

Look for a possible short - may be some "make and break" contact between wires.

Take a look at Reliability History and Event Viewer for error codes and warnings.

When running watch Task Manager and Resource Monitor for problems and bottlenecks.
