I have built a PC with a:
ASUS Prime B365M-A motherboard
Intel CORE i5-9400F LGA 1151 (9th Gen)
Corsiar Vengance 8GB DDR4 2666Mhz
Thermaltake LITEPOWER 650w PSU
This is in a Cougar Gemini Micro ATX case.
I am currently breadboarding this build (on the MoBo box) and it is connected to a BenQ 27" monitor via HDMI. I have connected it via a second HDMI cable, tried a Philips monitor, as well as connecting the BenQ via RGA connector.
I have followed each of the steps in:
I have also tested the power supply as per:

with a multimeter and the PSU checks out ( i checked the 24 pin and 8pin connectors - the only ones being used at the moment).
I have also reset the BIOS as well. If anyone has any ideas on where to look next or which part could be at fault I would appreciate the help. This is my first build from scratch (have swapped out parts before).
