PC powers up but no POST

PC specs:

AMD FX 8350
Msi 970a G43 motherboard
8 GB HyperX Fury DDR3
Zotac GTX 960
Seasonic 520W power supply.

When the power button is pressed, the case fans and the case lights all work. However, the peripherals don't get power and there is no display. The GPU fans are running and the GPU gets comfortably warm to touch.
The processor too, warms up just like it would in normal operation.

The PC is currently on a test bed and I'm shorting the power pins to turn it on.

The issue has been occurring for a while now, usually after a power outage but it somehow inexplicably fixed itself in the past after being left alone for a couple of days.

I have tried reseating memory, clearing the CMOS, swapping out the power supply (new power supply I used is an RM750 that powers my other PC), swapping out RAM for a stick that I can confirm works well, but to no avail.

Any new ideas at this point would be extremely helpful.
 


Okay so assuming that's the issue, would you say the VRM's dead? Could I check for it with a multimeter?
