PC powers up, does not boot, no bios, no beeps, no hard drive light.

I built this computer a while ago and let a buddy of mine borrow it. He said he tried to turn it on but nothing was showing up on the screen. When I first built the computer I had problems with it turning on and it just happened to be a loose cable. So I thought it was just that something was loose and it'd be easy to fix.

I checked every cable, nothing. So then i tried a different hard drive, still nothing. I had a friend test the GPU in his computer, it worked. Tried different RAM, nothing. Took out the CMOS battery and replaced it, again nothing. No matter what I do it still just seems like the computer does nothing.

The hard drive is getting power, I know because I can feeling the disk spinning. All the lights and fans turn on. I've tested the power going to the CPU and it registers on the voltmeter (I think it was 12V).

Is my CPU fried? The only reason I don't think so it because it looks good still. Not cracked or scorched looking. Even with the CPU out of the socket computer still does the same think.

Also the motherboard that is listed in specs is the one im currently using. When the problems started I was using an ASRock R3 970. I got a different board because I thought the board had died.

CPU : AMD FX 9590
Cooler : Corsair H110i GT
GPU : AMD R9 390
PSU: Ultra 750W ATX
Motherboard: Biostar TA 970
Ram: 4gb Gskill

Not my area of expertise but a 9590 is only truly stable on a select few motherboards, and I doubt that Biostar board is adequate. Although socket/chipset compatible, the 9590 draws some serious power, which requires more advanced power delivery that very few boards provide.

The PSU is probably not helping matters either, being poor quality.

Yeah I had read in a few places that the 9590 requires a 1000W PSU. I've been using the computer for over a year with no major problem until this. Thanks for the reply.
