[SOLVED] PC Preforming below expectations, I need help

Recently, I have been having issues running most games smoothly. I can't pinpoint exactly when it started, but it was sometime after I upgraded from my 970 to a 1070ti in October. When I try playing Cold War for example, my frame counts and frame times will be normal, but the game feels choppy and odd. I have tried lowering the settings to their minimum but it still happens. Also, GTA V is super inconsistent, sometimes I will be running at a smooth-ish 60fps, but mostly I will be struggling to get above 45. I was able to GTA fine before with my 970, so I'm thinking it might be an issue with my 1070TI. I don't know how this could've happened though, cuz I bought it brand new. I've tried basically everything to fix this, I reformatted my SSD and reinstalled Windows, bought a new SSD and installed windows on that, I have updated all of my drivers and BIOS, I have windows at the most recent version, I have uninstalled and reinstalled my GPU and reseated my ram, but nothing has worked. All of my temps and clock speeds and such are normal, and when running games I will even be using like half of my CPU and GPU but still get low frames. I have tried capping my fps with Riva tuner, but the issue still persists. I am out of ideas. I will list my specs below

CPU:
Intel(R) Core(TM) i7-6700 CPU @ 3.40GHz, 3401 Mhz, 4 Core(s), 8 Logical Processor(s)
GPU:
ASUS ROG Strix Geforce 1070ti
Motherboard:
H110M-S2H-CF
(I have 16gb of ram)

I have a EVGA 100-w1-0500-kr 500 w1
And yeah I've tried downloading my drivers from both GeForce Experience and the website


Thats a very low quality PSU and also slightly under what most people would recommend of 550 watts for that GPU. I would get a better PSU, any from Tier A or B would work https://forums.tomshardware.com/threads/psu-tier-list-psucultists.3624094/


Here is a good PSU (at least form what I can find on it) for 70 USD after rebate from newegg. https://www.newegg.com/seasonic-core-series-core-gm-550-550w/p/N82E16817151243. If you can swing it I would recommend getting the 650 watt version just for more head room and to allow you to upgrade down the line.

Alright, I will look into it . Also, this kind of make sense, as my PSU died in around September and I had to get a new one, and that's kind of around the time I started experiencing these issues. Thank you!
