Question PC problems after windows update

My PC did a windows up date and wouldn't start I used my backup drive to get it to boot up ,but it is playing up something cronic ,my blue tooth mouse will not work I have a wireless one sort of working but every time I try to open a file or program the the bar at the side jumps up and down by it's self .I tried to roll bak to an earlier date but it says I need to protect the drive before I can do a restore ,not sur how to do that looked on the net and found the answer but every time I try to open the file the page jumps to the bottom it's driving me nuts .
does any one have an answer please?

open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth

I have reinstalled Windows 10 ,Also I found the reason my mouse was playing up I had it plug in to a 7 port extention ,plugged it directly in my computer and it worked fine >>
