Question pc random restarts/no post, mobo failure?

Hello everyone,

I would like some opinions or suggestions about my current gaming setup that started random rebooting about a few months ago, i suspected at first the tight mouse cable connected to the mobo that may have have caused shorts , or the hair blower cleaning i done to the desktop after the two first random restars, lately the reboots are more frequent like every 5 sec, with a long periods with no post, just fans running, then the next day i 'll get one hour of work then starts with the reboots and no posts again, sometimes it goes a whole week without issues, so we tested with the help of a friend another piece of ram, and removed gpu still no post, we measured the psu wattage , he said there is 150w extra watt available.

so o think we narrow it down to mobo failure or cpu failure, or does the psu could be failing even if there is extra power?

can you guys show at which direction to go from this point, i appreciate it.
my specs:
Nvidia gefore gtx 1650
MSi a320m a pro max motherboard
Ryzen 3 3100 3.44ghz 1.23 vcore volts
evga 750 bq and corsair 8gb ddr4 ram
