PC random Shutdowns and bluescreens

I have a Windows 7 Dell inspiron 570, It seems like the blue screens have different messages almost every time. it had crashed/Froze with no warning a few times. It also has a staticy look sometimes when its loading into the log in to the computer screen like lines of green randomly places on the screen (not very noticeable) It seems to run in safe mode absolutely fine, no crashes no freezes no blue screens but if i log off safe mode it blue screens or freezes or shutdown no more then 5 minutes after i log in
I need someone who can help me trouble shoot whats wrong, and explain to me how to fix it. If its running correctly on safe mode does that eliminate hardware issues?

How do I Update the Drivers for a Dell inspiron 570?

Still experiencing it, I reinstalled Drivers and windows 7 OS still nothing changed, ( I used CD for the drivers and the OS) Would reformating my HDD work? (i have a integrated video card) Would it be affected in any way? or can someone think of another issue that could cause this?
