PC Randomly Dropped FPS All Games Overnight

Last night I started up h1z1 kotk and the fps was about 45-60 MAX I didn't think anything of it and I just thought it was the terrible optimization or an update screwed it up. But when i started cs:go i started getting fps in the 30-55fps range, im usually around 150-200fps on near max setting, I turned it to the lowest and the FPS rate average was even lower around 25-45FPS on the lowest setting. But it went back to 30-55FPS on max settings. It all very unstable too, drops randomly, sometimes goes up a bit in intense gun battles. I have been trying everything to fix it, Multiple hours on google, backing up old drivers, OC my CPU to 4.0 instead of 3.8, The weirdest part is that my CPU never really gets warm like it used to on games like The divisions and H1Z1. I tried to restore windows but said there was an error, so i scanned for viruses and malware, Nothing again. I am completely frustrated and confused to why any of this is happening.
