Question PC randomly reboots during startup AND Windows installation

Had this PC for approximately half a year or so:

B450 Tomahawk Max Mobo
Ryzen 7 3700X CPU
2x8gb GSKILL RGB RAM
WD Blue 1TB SSD
Seagate Barracuda 1TB HDD
Radeon RX5700XT GPU
Corsair VS650 PSU

Randomly one morning the PC wouldn't boot to Windows and instead would endlessly boot cycle. Eventually this became booting into the repair cycle which would also reboot. The exact timing of the reboot varies; sometimes it is during the mobo splash screen, other times during "Diagnosing your PC", other times the repair selection screen, and so on.

We decided to try and reformat the SSD but it will also randomly reboot during this process, sometimes before the Windows installation process began, other times somewhere during the process but the furthest we were able to get was the partition selection screen.

Tried removing the SSD and using only the HDD and vice versa - same result. Even removing both the drives results in the same.

Tried a different PSU, same result.

Tried using different memory, same result.

Tried using different graphics card (GTX 1050), same result.

Tried flashing the BIOS, same result.

The only time the PC seems stable is in BIOS - we can get in there and sit there just fine, and nothing seems out of the ordinary. CPU temperature around 30-32C, Mobo temp 29C. We took the PC apart, cleaned dust and etc, reconnected it outside the PC case, still same issue.

At this point I think I've rounded it down to being some kind of short, or the CPU or motherboard being dead, but hoping someone might know better.
