Question Pc randomly restarted, keeps restarting and gpu no signal and no fans

I was talking to some friends on discord and all of a sudden my pc restarted, or so I thought. Lights from gpu and mobo kept on going on and off like it was restarting over and over again. Now my gpu fans dont spin and I have no video signal. Thing is my gpu lights still work. I have reseated and cleaned everything. Is my gpu dead?

gigabyte b450m dsh3
my cpu does not have integrated graphics so I can’t test that out

Update: I tested my gpu on a friend’s computer and the fans aren’t spinning either so my guess is that the gpu is dead

Unfortunately it does, power supply is ok.
