I stream League of Legends on twitch and have been for the past 3-4 months and have had no issues at all with it. I've been able to stream with no lag at all on high settings in the game. I recently downloaded detroit become human and from then, my computer has randomly had these issues I just explained. Im not sure why this has happened, I would randomly get to 1fps in game and i wouldnt be able to maintain 144 fps like I would before. I have cleaned dust in the pc too, i thought it could be overheating but that wasnt the issue.

Solution
It cant hurt to get another 8gb ram. Your motherboard can support up to 32gb. It sounds like your hitting up to your max ram capacity. Just by seeing it stating Available Physical Memory 213 MB.
Also what capacity is your hdd or ssd at? If its close to max it wont be able to function well. It needs like a 5% 'buffer'.

Thank you for the reply, would my only solution to this being to upgrade my ram? Im not very smart with computers so im just confused to why it suddenly slowed down so hard, is it because of me downloading Detroit?
