Question PC randomly stutters

For like 2-3 years, my computer randomly stutters for less than a second, my internet goes down immediately, the sound buzz for time of the stutter and, after 10-12s (if it doesnt shutter again), the internet start working again. The stuttering is completely random, it happens when i'm playing any game, writting something in Word/Excel, listen to music in spotify and, in the task manager, the usage of devices dont spike when the pc stutter. I already tried a new SSD, HDD, new RAMs, PSU, using the onboard gpu and other gpu instead of the GTX 550 TI and using other versions of windows.

My PC specs are:

CPU: I3 550
GPU: GTX 550 TI (1GB)
MOBO: POS-PIH55BO
RAM: 3x 2gb ddr3
1x SSD 250 gb
PSU: Corsair CX500

malware scan the system?

CPU temp always at 5X °C and GPU temp max was 79°C. I did a malware scan yesterday with kaspersky and everything was okay.

Just saying, but from what I've herd Kaspersky can cause stuttering. Try disabling it while gaming.

I'm having this issue for a long time, before the kaspersky. But, thanks for the reply

I'm having the same issue on my pc, don't use any antivirus softwares and I'm free from any virus. Someone told me it's a problem with bios and vga drivers compatibility but it doesn't seem right at all, tried different vga drivers and different bios settings. Still haven't found any solution. My pc is barely 7 months old. Specs are:
Tuf X570pro mb
750w Tuf psu
5600xt rog graphics card
32GB ram

Cooling stuff are good enough to keep average temp at 50
