pc reboot issue

just wondering if anyone could help me, i've recently got a new graphics card (palit dual gtx 1070) the card is great and i have no problems in games or any stress tests, it is overclocked but never artifacts, crashes or anything during any stress testing, survives occt artifact checker for 30 minutes, evga precision artifact checker etc.

there is one issue i've noticed, normally i play games with adaptive v-sync on, i've never experienced any problems at all when doing this.

if i've been benchmarking/stress testing i'll take v-sync completely off, again no problems, on occasion i have left v-sync off and started a game, at this point (not every time or anything and i can't replicate it reliably) as the screen goes black to load the game and it enters the game my pc reboots, does a complete hard reset.

I have a fairly poor psu (ocz stethxstream 2 700w), is it likely to be this as the cause of the issue? driver issue? or graphics card problem (the graphics card never fails any stress testing and never ever crashes once actually in a game it's only on this initial load where it's reset and only with v-sync off which upon entering the game makes the fps go to something ridiculous like 3000 fps)

temps are good for all components, it seems like the surge in power causes it to reset, (sitting on the desktop and then instantly jumping to 3000 fps as it enters the game) it's not really so much of an issue as i play with v-sync on but i just wonder whether it's the start of issues to do with my psu? i'll try windowed mode, it's just hard to replicate so it doesn't always do it anyway.

so i managed to recreate it on windowed mode, i found a similar thread with the same issue as mine (this was actually the other game that also forced a reset)

Well I don't think it's your video card, if it was video card you would enter black screen, get no video input message, get random lines on screen and etc..
Strange but it sounds like overheating.. if you can start the game in windowed mode, what happends ?
