pc reboot its self and cpu is at 70c

i have a CROSSHAIR 6 HERO with Ryzen 1600x 16GB ram of ballistix 2400mhz when i turn on my PC its boot up and then off and on then it go to the Bio and i cant boot to windows and my CPU cooler fan speed is going to fast and and slow down at the same time. i also update the Bio as will.

This is my upgrade coming from a FX8350 and I'm trying to know why CPU at 70c and my MB Q-code 24.

Is your memory set to xmp profile in the bios? Does your mother board explain your 24 code at all to assist you. Have you ever booted into windows on this system. Did you make any changes in the bios over the factory defaults yet? Give us a little more meat for this issue.
