PC reboot problem

My PC turns on, i see the desktop, and then it reboots, wehn it boots its fine, but my startup time is a lot longer bcs of that, can you help me ?
CPU: AMD FX 4300 OC - 4.2GHZ, 1.375 V
MB: MSI 760GM-P23
Ps: When I restart my PC from windows, the monitor turns off, but the PC does not, I need to turn it off manually with the button.

Well, unfortunately, many things could be causing this.

Your system is overclocked right? It may be a good idea to down clock it and see if the issue persists.
How many drives you have? It may be a good idea to test all of them.
Have you updated your MOBO's drivers? You can do that as well.
You can double check all the connections, reseat all components and clear CMOS.
It may be a good idea to see if the PSU is causing this. Yet, it would be the best to just borrow one from somebody and try it on your system.
