Question Pc rebooting approximately every 30 minutes

Hello, I recently decided to do a new build with a few parts I had lying around and a used i9 12900k + z690-a motherboard I got for cheap. After reseating the processor to ensure no pins were bent before buying it I built the system and installed windows. I was just reinstalling steam when my Pc just turned off and quickly launched back onto the windows login screen. I’ve been attempting to solve this for the better part of 3 days now and I would appreciate any input.

Things I’ve tried:
- removing gpu and ram (replaced with vetted stick) and clean booting.
-Replacing power supply.
-I turned off automatic system restarts in windows and ensured all my power settings are set to performance
-I’ve reinstalled windows several times (both 11/10
- I turned off Microsoft customer experience program which appeared last before the system restarted in event viewer.
- updated bios and reset cmos
- updated all possible drivers
-updated windows 11 multiple times

Further knowledge:
- to be clear this literally happens every 30 minutes on the dot
- It CAN happen in the windows install screen after getting off the bootable usb
- does not happen in bios at all so I think it’s likely software something
-Event viewer has no critical failures recorded before the power cycles.

Full specs before anything removed:
I9-12900k
Z690-a MSI motherboard
Asus rtx 2070 oc
32 Gb vengeance rgb pro (16x2)
Nzxt AIO for cooler
I’ve tried 2 separate m.2s
an SKhynox 512 gb out of an old prebuilt
And a Samsung 860 eco 500 gb

Am I cooked?
 
Any particularly power hungry appliances running every 30 minutes? Enough of a power sag could trigger a reboot.
No, the computer is in my room, running off the wall with literally nothing but a couple lamps plugged in in that room. Plus my room has a separate breaker switch.

Isn't that PSU having 7 years warranty?

Can you elaborate how the "shut down" event takes place? Like, is it a hard power cut, or does it seems that Windows seemingly have some control over the process ?
It seems to be a hard shutdown and I got that psu 3 days ago to test this
